SPEED LAWS
Virginia has a Basic Speed Law, which says that you may not drive
faster than is safe, no matter what the posted speed limit may be.
The purpose of this law is to save lives by reducing crashes caused
by hazardous driving. The conditions of the road - weather,
congestion, construction, types of vehicles, type of road - all
determine the safe maximum speed. Traffic should flow smoothly,
with as little passing and lane changing as possible.

When everyone drives within a reasonable range of speed, the risk of
collision is minimized.
Drivers who go too slowly are just as dangerous as speeders. You're
required to move with the normal flow of traffic. If you are
driving much slower than everyone else, and cars seem to be passing
you constantly, then you are a hazard, and you might be ticketed.
You need to pick up your pace, and move with the rest
of the vehicles. If you are going to drive at the slowest speed,
stay in the right hand lane. Nobody likes a slowpoke in the "fast"
lane! You are asking to be rear-ended. If you are unable to drive
within the speed range, and your slowness is causing traffic to
brake behind you, perhaps you should be driving on surface streets
instead of the freeway. Put on your hazard lights, to warn drivers
behind you that you are moving exceptionally slowly, and exit as
soon as you can.
